'Treat game'
The prosecutor, presenting evidence, detailed Ruben's offending to the legal proceedings.
She stated his targets were disadvantaged youngsters who were participating in a summer camp which he managed.
The man played a "sweet game" with the children, Mrs Prior said, in which he would enter the children's bedrooms when they were getting ready for bed and tell them to ingest treats "rapidly".
She informed the proceedings Ruben had conducted this practice with the children "repeatedly", and children had previously fallen ill the subsequent day.
She stated the defendant had been capable of justifying this for many years as the minors being "overstimulated by activities", until his stepson had concerns in recently.
The legal representative added: "Recently" his family member had worries about the activities, justifiably.
"They resolved" to examine in the man's possessions."
Mrs Prior KC stated objects including baby oil, ointment and injection devices were found, and his stepson contacted the police about his worries.
She explained the man proceeded to engage in the "candy game" with six children that evening - that Saturday - and they were everyone unwell the subsequent day.
"Law enforcement" had not arrived by that stage," she stated further.
The oversight body, the Independent Office for Police Conduct, previously told that it was examining the police response of the events.
The prosecutor explained the minors were having difficulty walking due to their sickness, so Ruben's stepson called the police a second time.
She explained the man then played the "sweet game" in a room of five minors.
