The Failure of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are conducted: optimistic declarations are released from different nations. Significant resources is allocated on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "peace".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from across the border, a capability enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats flew past – advanced fighter aircraft provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly gives way to sober acceptance: perhaps the hostile projectile won't cause damage this time, sparing the city from catastrophe and another blackout.

Persistent Threats

Following this, a large-caliber weapon fired at a drone close by, part of a mobile-fire group – probably imported technology. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its target.

With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, no doubt, continue.

Political Considerations

It is easy to blame certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington operates on a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is unrealistic to force Russia to abandon the areas that it presently holds in Ukraine's occupied territories.

The problem is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not shift further in its advantage in the coming year.

Opposing Positions

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but avoiding a entire defensive failure until situations evolve in its advantage.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
